To be fair, they used the technicality that Clinton lied under oath about having consensual sex with Lewinsky.
Trump lies, but that no longer seems to matter.
Trump avoids speaking under oath, but nobody seems to care.
I don't know what will stop people from enabling him.

If it was simply that he is a grifter (which he is) it would be far less dangerous than reality. He is an opportunistic grifter who sells power to bigots and billionaires, and they all profit from cruelty.
