There was an old children's book I loved as a kid, so for Christmas one year, my sister got me a copy of another book in the series.

If true, a caveat I now apply to all media, this sounds like a symptom of dementia making its way into executive directives. It suggests that the person giving orders is senile, and the people passing orders on are not able to exercise judgment.
