Money from estates can be tied up in probate for awhile, so it's possible that he's not a complete liar but it's just as likely that he's doing some sort of pig-butchering or trafficking setup.

Have you seen any of those behind the scenes spycraft stuff on youtube? Incredibly fascinating breakdowns of how the CIA actually interrogate people and build trust with assets using psychology that has legitimate applications in real life.
