To be fair, some devo teams do better comparatively than their WT equivalent, like FDJ has great development, and the distribution of talent isn’t as bad as in WT. But you get my point

Oh nvm, I think the UCI is right. I think it is this rule, from the full equipment rulebook. If you compare the box labeled "8" on the drawing with the photo from the article, that's probably the issue.

Still provisional but PCS has the Cofidis lineup as Renard, Knight, and De Gendt. Tbh with Thomas’s form in Giro del Veneto today I think it’s fair to send him to Veneto Classic, higher points potential given the distribution. Knight can maybe top 10 in this field.
