Nowhere close to coming to fruition. I think one of the biggest structural impediment is that most nations will not allow their funds to be used to support for national investigators. In other words, I cannot use US research dollars to support colleagues in Tonga or in Ghana. Vice versa is also true

If I could magically bring one thing to fruition, it would be creating a genuinely collaborative international research fleet that could generate the much needed baseline data that would allow all nations to make informed decisions about their policies. Without that, we are flying blind.
