I guess PowerToys LightSwitch is on by default, so after a reboot everything is in Light mode despite Dark mode being the default before. 🙁

A layer is well defined. It's more than grouping concerns. I.e. layers would typically be used by multiple slices, but one layer could be unique to the slice.
