Ok you got me curious on the floor area differences between these examples.
My guess it's actually closer to 20% and in our townhouse it's closer to 30%
Maybe I'm wrong but I don't think you can do multi-story townhomes with less circulation.
Meh. I definitely don't think any sort of minimum design standards are the right approach.

But the only thing I was remarking on was that the interior layout is better than a lot of other townhomes I've been in.
This is exactly what my partner said when I showed her. I think the one advantage in Seattle is we get views from our second floor.
Our townhouse could've had this layout and it would've been much better TBH. Big difference here is that the stair let you out in the middle of the floor.

Although, I think it's nice to have the living space on the second floor and I'd probably flip the kitchen and living room space.

Small, efficient floorplans = affordable
Is it efficient? Probably not. Is it the most ideal tax? Doubtful.

But like any tax, if you prefer an alternative I'm just gonna say ...
