Sounds legit. I have relatives who live in rural Lincolnshire, amongst the most ardent Brexit supporting foreigner demeaning people I knew. They almost never see anyone who isn't whiter than Ariel washed sheet.
OTOH my youngest lived in an area where 75% didn't look like her, thought it was great.
Most of them make sense, I am unsure about raising council tax at least without safeguards. There is a definite subset of people often elderly in larger/expensive properties who have low incomes.

If the personal allowance had gone up linked as it was designed to be that would be about £18k now. It would take many of the poorer it off tax altogether. Compensate by increasing the 45% band and dropping the threshold to £100k.
