You'd never know that the politically appointed board members are overruling their own investigators nearly one time in four when the investigators say they've been lied to, because the CCRB's public data falsely recategorizes these cases, concealing the pattern.

If cops lie to CCRB investigators, they get charged for it. But the board makes many of those allegations disappear—overruling investigators' discipline recommendations at twice the rate they do for other misconduct.
