This is INSANE. In no world is the new deal better than the old one. You would have to assume 4% interest over 35 year payback, which city pensions and businesses would not accept, they'd want 10%. The city will lose $271m of the $316m "paid back" over 35 years. Same deal as paying 50% of $1.8b.
Yes. What happened in the video is an illegal use under current law. It's lack of enforcement that's an issue. I've rode my bike dozens of hours on pathways this Summer and yet to see bicycle police.
I'm hypothesing based on my observations that a higher % of drivers feel OK going through a red on a straddle because its not a high speed highway light and its not a downtown packed with pedestrians street.
Basically more people are driving with an "Idaho stop" mentality.
I wonder if it's more prevalent on stroads? I vividly remember this happening to me twice as a pedestrian along 16 ave over Christmas break and the drivers went through like the rest of the world never existed.
I feel like some drivers can only detect or fear hitting other cars and nothing else.
If the court is accepting that a tree blocking a streetlight, causing a shadow on the road "may have been a factor in the collision", I wonder if the family of the victim can sue the city?
