This is essentially my way of summing up why I've been so busy running to court this year in Boston. The courts within the 1st Circuit now have the second most litigation over Trump policies, behind only D.C., and have more than half of the multistate lawsuits state AGs have filed this year.

It's forum shopping but not judge shopping. Unlike in Texas, there is no guarantee which judge you get by suing in MA or RI, just extremely high odds of getting a Democratic appointee (or in one case a Trump appointee Obama originally nominated).

I'm finishing up a story looking at the 1st Circuit, and I was struck by how many of its decisions on stay applications were written as full-fledged published opinions with a signed author (usually Judge Barron).

The Justice Department has brought in two AUSAs from out of state to work the Comey prosecution: Tyler Lemons and Gabriel Diaz. Both are detailed from the U.S. Attorney's office in North Carolina.
