I specifically avoided the phrase "declaration of war," which has a specific legal and historical meaning. But Chicago is “about to find out why it's called the Department of WAR” is, for my money, an announcement that he intends to start a war.

The president of the United States literally announces he's going to start a war AGAINST AN AMERICAN CITY. And I wake up this morning, and it's a minor headline on the @nytimes.com home page, and at @washingtonpost.com, I don't see it anywhere on the homepage.
