I'm curious as to how that particular scenario made it into both the Jacobsen book and this. Even if for the movie it's derivative of Jacobsen, surely some of the advisors for the film would have told the writers that that was one of the most widely panned aspects of Jacobsen...?

This is a thing the cartels will actually do for rivals and for Mexican law enforcement & politicians, and I do not doubt that *if this were real* the cartels could pay the shooter just fine. But it makes zero sense for them to do up north, and they have many obvious reasons not to do it.
