"Chimping out" also quite natural. Since "painting is never done" you can choose where to stop in refinement.

In short: each has its pluses and minuses. Hard to tell which one is "right".
Choose which you find more pleasing and less demanding in time.

Drawing B&W first you is useful. You do difficult task of guessing light and shadows first. Although hustle with overlays give you result which you didn't have in mind.

Drawing to sketch to finish is natural. It's how it's done by most people.

Well, looking back there weren't a lot of truly *good* games back then. We may look at them with rose tinted glasses, but most of them were unfair cruel torture 😅

Dunno about this Toy Story.
Variety of gameplay (racing, first person maze etc), big sprites without slowdowns... technical marvel, actually.
It was amazing that they managed to fit all of that in SNES/Sega cartridge.

Oh, yes.
In period of PSOne (around 1993 to 2006) was somewhat lulled period in first half. Didn't upgraded my VooDoo 16Mb for years.
But in second half such dizzying breakthrough in tech that most people didn't bother to catch up and chose consoles.
