Hot take, there should be more zones akin to old Azshara and WotLK Crystalsong, with really not much to do but still there. Partially/mostly empty zones are good for world building (for player engagement, maybe not so much)

Absolutely, it would be mostly used for case uses or humanitarian reasons; families split by the factions, ex-Lordaeronians sort of “re-immigrating” back to the region after death, etc. In extremely rare cases it could be cited for military or leadership personnel from the Alliance or a third party.
