In the latter scenario a lot of orgs are going to want to have their own on prem processor running their LLM. This is especially true in healthcare.

That $1B liability data centre contains 600 million worth of processors that can be pulled out like lego bricks.

One of my clients has an oncology library. They do it the other way. They have 32 fine tuned models extracting data and compiling it into a database. They don't trust the AI to make any decisions.
