In the Netherlands if you hold a mobile device while driving, you risk a fine of 430 Euro's, that's $500. In some spots there are camera's that detect that.

I must say here in The Netherlands they mess up sometimes as well ... There is a new tunnel underneath the Maas river (Blankenburgverbinding) , that went operational recently. I had crossed over it by bike several times and was curious when it would be open to cyclists. Well, nope.. cars only
