I'm not one to shame people on their clothing choices, but I wouldn't consider skin-tight black leather pants as the optimal choice to indicate one in mourning. That says to me "I feel pretty good about myself, now let's see if I can grab a man and get remarried as quickly as possible"

Update - D.C. Mayor Muriel Bowser said the flyover was to celebrate the Navy's 250th Birthday, which was on October 13. A bit late I suppose, and not sure if this qualifies as 'essential' during the shutdown...
