Yes, but it’s not super effective. It’s in the water reservoir as a passive barrier for when the water is poured back into the cleaning tank (after each record).

After doing hundreds of records at this point… I change water after about dozen. I start with some new-ish and visibly clean records, move to slightly dirty ones and then a couple of dirty ones at the end.
