Not quite the same level but my daughter was referred to one of these agencies. They were useless.

When, after three months she found work herself in her chosen field, they asked her to complete some paperwork so they could claim their government rebate. She refused.

There was a wonderful documentary on this a few years back.

They stated that an ordinary seaman had been keeping his own logs and attempted to warn the ship's captain of the danger but was hanged on the spot for mutiny. Not sure of the truth of that but interesting nonetheless.
