In conduit...but here the cable was not properly tucked into the pullbox and was pinched beneath the lid. Then a development contractor must have driven over the lid in their work zone and pinched it.

You may have come across some pictures, but the counterflow bike lanes on University used to be counterflow bus lanes. They were converted to bike lanes in the 60s after crash issues.
