Re: your question - I don't know enough about history to answer this, so I did a quick search and got two answers. One is: never. The other is Alcide De Gasperi in Italy, but I really don't know if this is correct.

If never, that's disappointing.

I don't speak for them, but I'd imagine blocking Trump's attempts at passing laws, challenging his EOs, holding hearings on his illegal activities, push their own legislation and agenda, etc.

Do you think they'd be equally ineffective with control of the house as they are now?
