I like putting NPCs in my OSR towns, that "unlock" more stuff they can make by helping them get stuff (clear out the spider filled mine for discount plate, find the mythical mithril vein, get the herbs the alchemist needs etc)

I think it's way more fun, and it ties my players into the town more
