✅ Expanded Empower+ and GAP funding
✅ More consumer incentives for electrification

3️⃣ NY has proven tools that work: the Clean Energy Fund, the Environmental Bond Act, Empower+, & the Sustainable Future Program. But instead of scaling them up, the Draft SEP proposes delaying solutions like Cap-and-Invest, which would raise billions for clean energy without impacting NY households.

2️⃣ The CLCPA and the 2022 Scoping Plan give NY a roadmap for decarbonization. Our climate law requires the SEP to follow that plan. Delay is not an option—every year of inaction is costly to New Yorkers’ health, safety, and economy.

1️⃣ The SEP falls short of meeting the legal and just commitments of the CLCPA. It recognizes the benefits of bold climate action, lower costs, cleaner air, and tens of thousands of jobs, but fails to commit to delivering them.

EANY’s message on the Draft State Energy Plan (SEP) is clear: New York must uphold the Climate Leadership & Community Protection Act (CLCPA) and deliver on its promise of climate justice, affordability, and clean energy for all New Yorkers.
