SteamOS is designed to play games and deliver steam content primarily. the fact you can use it as a desktop doesn’t necessarily make it a good general purpose computing device. however if you’re doing development on a budget it’s a great choice. everything you need is here.
it’s menu driven and quite capable just don’t go nuts with your disk options and you should be ok
arch has its own installer called archinstall on the iso

As someone else said, one distro of Linux won't affect your experience elsewhere. The most Windows familiar distro is Mint and they aren't doin' any of that.

I'm sorry that all the art folks gotta learn about Linux this way, ontop of creating new art workflows. Be not afraid.
the linux toggle is for games with native support i believe. if it’s a windows game it will still show up as one.
at least they are putting a policy in place and you know what it is up front.
alternatives also exist in many cases. what software do you have working?
honestly i doubt it will end up an issue i think even the freebsd guys are trying to figure out what their AI policy is.
also i’d like to propose that it is possible simply to create a linux distribution with certain ideas like intentionally avoiding AI.
before this is all over there is a good chance your favorite project will have utilized AI in some way. how they use it will make all the difference. Windows will become AI while Linux will have AI. a subtle distinction. something to consider.
