Hey y'know? That thing you wanna do? The hobby you wanna try, the skill you wanna learn, the task you wanna complete?
Do the thing.
It's hard and sucks and isn't always enjoyable at the start, but just try.
The tasks become easier, the program becomes less scary, and sometimes you just need to try.

So, fun fact, in the 90s there was this tv show that played kinda like subway surfer, and you had to play with landline phone, and yeah, it worked like you expected (not at all)

Quite the idea you got there 😂
Don't know much about twitch, but my best guess would be to make the game in whatever engine you want, stream this, and use some kind of API from twitch as the "controller" inputs, like TwitchPlaysPokemon or DougDoug streams
Wouldn't know the specifics though

Even if each time I want to slightly increase the poly count, up until i have to wonder at what point you are not low poly anymore

Unfortunately, this does go outside my realm of expertise 😅

But if you want to open source the project and be open to collaborators, I think Python or C# might be interesting, as they are very widespread languages
But i couldn't tell you which ones will make your endeavor easier

So you would have to make most of the work in GDExtension (C++), so you would not benefit much from using Godot, beside easier to make UI I guess ?

I tought about using Godot for Vtubing software, but I would advise against it
No support for .mp4 and probably never will be (licencing issues if I remember correctly)
Limited camera support (and not for all OS)
I've seen people work around it, taking the tracking data from other software though
