We ought to have policies that have incentives for all eligible voters to be registered, and all registered voters to come to the poll at every local, state and federal election.
Normally the Coast Guard would board and search. If the boat contained contraband, the CG would arrest those on board and confiscate the contraband. We don't just bomb boats that might have drugs.
