I think the Covid relegation by vote killed the Tranmere project Palios had in mind and it never recovered , he couldn’t attract more investment after that and as the article says wants to sell up and retire now

I think people might misunderstand what "an A-level ... standard" are in this context.

It's the level of English you would need to be able to study any subject at A level - so no expectation that you've got a good grasp of the works of Shakespeare.
