E-bikes don’t have this problem.
Real-world data from 800k cars on the road - rather than data from distorting lab tests - show plug-in hybrids, with a large battery as well as a combustion engine, are 4.9x worse than official data say, making them essentially as bad as ordinary petrol cars

Plug-in hybrids pollute almost as much as petrol cars, report finds
Analysis of 800,000 European cars found real-world pollution from plug-in hybrids nearly five times greater than lab tests

The stand is mostly touching the front wheel & fork so could be a hassle to lock to frame & rear wheel Also It doesn't look like it would work well for an e-cargo bike, or accessible cycle

I wrote this pre our national workshops on Financial Access to E-(cargo) bikes, thinking about Total Cost of Ownership vs cars, the second car as a particular target for replacement with such bikes, and the potential appeal of the leasing model of ownership (which is so addictive for car ownership).

Well this looks fascinating and an important contribution to transport & climate policy thinking.

NEF taking on the huge question of how to define & meet human needs for travel within planetary boundaries.

Here’s their discussion starter on sufficient & excessive transport consumption.
Figure 1 details a ‘consumption corridor’ for transport. The floor is defined as deprivation - covering transport poverty & social isolation. Sufficiency is split by comfortable & essential use of different modes. Excessive means travel that breaches environmental limits - only cars and flights can do this.
