Looking through issues (and linked issues), it appears there might be a sequencing requirement. Someone could add the updater as a dependency of the main browser manifest. If installing the updater before the browser works, that would be my suggestion to get the browser and the updater.
I haven't dug into this, but I see the fun you've been having. Is the Brave updater a separate application, or is it somehow getting configured during the "typical" install flow? Is Brave maintaining the manifest when they release or is it the WinGet community?

I just updated sample configurations at aka.ms/dsc.yaml by removing the "prerelease: true". If you're using WinGet Configuration, I'd suggest removing that value for the Microsoft.WinGet.DSC resource. Other resources might still need to have the prerelease: true if they aren't stable versions yet.

You can use `winget export packages.json` and then `winget import packages.json` to get packages available in configured sources. WinGet Configuration does more than that but has a steep learning curve currently.
