IF this is what I think it is, it's not all that weird. We host foreign pilots for training all the time, and sometimes we also host their planes & maintainers, especially if they're US-sourced aircraft (like F-15s), making for a "Qatari Air Force" facility hosted on a domestic US base.

In a society with an independent judiciary, companies would fight crap like this. Now, though, with SCOTUS in the Executive's pocket and a complicit legislature, companies know that it's easier and ultimately cheaper to just line the orange monkey's pockets.
