Better yet, since we still need LAYERS of protection to reduce transmission, several California counties have reinstated their mask mandates in healthcare. See e.g. Santa Clara County's standing mask mandate order for "the winter respiratory virus period":

I get your being hopeful and CNN's being careful. I'm neither, and I think it's fair to interpret the "no more stupid rules of engagement" in the context of his speech to mean that rules of engagement are by definition the kind of "woke" "debris" that have no place in the military.

This is actually the crux of his speech. Rules of engagement have no place because they are stupid/woke obstacles to killing/breaking. He rejects the historically accepted goals of the military that include defense, peacekeeping, & protecting civilians during climate emergencies/pandemics.
