At this point, negotiating with the opposition party -- something that happens routinely in a democracy -- will be toxic to Trump's brand as a dictator, so he's balking.
When the inevitable deal is struck, Trump will be a weakened tyrant, as I discussed in PN.

You gotta convince the Dems in the Congress if this is truly a fulcrum.
I KNOW Raskin knows lots more about constitutional law and norms than most ..if he hasn't moved on it there is a reason.

And I hope this angle may prove fruitful.
