De-haze tools in editing apps are pretty good these days (the Lightroom one is a godsend) if you aren't particularly bothered about it otherwise. But yeah, always sucks when the cement gets infested like that. I'm sorry friend.
Oof, Looks like it's between the two elements? If so it's in the cement, no helping it I'm afraid.
I only saw one red dot out, but, I did run into another local theatre tog while I was out so that was nice!

OH heck no the front cell on yours just unscrews like mine. Just remove the front cell. Notes above about cleaning the removed element and the in-place one still apply but backwards.

I usually just fog a lens with my breath and wipe it off with a microfiber cloth (if I can remove the element) or a few q-tips in a gentle spiral from the center outwards if I have to clean it in place.
I can't tell from the diagram if the whole cell comes out, or if that's just the retaining ring for the rear group. But, the group is a cemented pair and will lift out as one lens even if so. You'll be able to clean one surface there, the other one use a cable release and lock the shutter in bulb.
It's real straightforward, if you look at the rear of the taking lens you'll see two notches. Use those to unscrew it, standard counter-clockwise to remove. Usually just break it loose with the pin spanners then use a toothpick to spin it out and minimize any scratch chances.
I still say the C33 is perfect for covering events like today. it's weird, it's goofy, it's not threatening but it's heavy enough to be a self-defense tool in a pinch, it's not worth anything either if it gets broken or stolen, but the photos are as good as anything else and it's easy to use.
I summoned my inner @peterdurst.bsky.social and just left it pan-focused at f/16 the whole time and compensated for lighting conditions just with the shutter instead.
It's easy to make fun of the Argus C33, but, that Steinheil Munchen Argus Coated Cintar 35mm f4.5 is a good little lens and I got two rolls of good and properly exposed little photos.
If you wanted to get skinny enough pin-spanners you can easily access removing the rear cell from the back, but it's a tight fit and you'd probably want a lens suction tool to remove and replace the group. Your haze is almost certainly on the two surfaces next to the diaphragm.
If the front of that is similar to the one on my Yashica-D (and, it should be, they're siblings and have the same lens), it's slightly more annoying that I remembered. On those you have to remove the front vanity plate to unscrew the front lens cell. Just a couple screws... and the leatherette.
