So I checked on this because it sounded interesting, and turns out both were part of the same norm from 2020

NOM-051-SCFI/SSA1-2010

Basically one of the rules say "no characters if black labels apply"

Some cereals actually changed their recipe to add the characters back!

A fun fact about Mexico

So there was a point where Mexico ranked as one of the highest rates of child obessity in the world

To control this, new laws were made where foods with high levels of sugar could not have cartoon mascots

So cereals were impacted
