Gotcha! What might be an idea would be a) to set the requirement at, say GCSE level English - most children are expected to have that - and b) to reinstate free English as a Second Language classes, free, for anyone who needs them. Carrot, not just stick.

It is therefore unnecessary for the government to have any additional data, merely collate it.

Well, it was in the back of my diary, but then I had to spend most of January copying it into the new one my mom got me for Christmas. So I upgraded to the Address Book. Filofaxes were for people who worked and had appointments!

If it's in the news, a senior politician WILL have been briefed on it. However, denial happens worldwide & for the same reason. They have no meaningful response, are bound by Party loyalty/scared of being fired, or the Party line hasn't yet been finalised. Everyone knows they have seen it.

Freedom of speech is a construct of the USA & largely responsible for the mess they have got themselves into. In most other places, you are rightly accountable for the consequences of what you choose to say.

Perhaps it's time for a list of abandoned Reform commitments, pledges and promises. It'll help demonstrate that Reform can & does make stupid, unachievable announcements, merely for press attention, gets it, then discards said pledge with never a query from the MSM.
People continue to fall for it.
