Press Release

Jakarta, March 16, 2025 - We invite journalist and international media to cover the concerns of Indonesia civil society regarding the ongoing closed-door discussion on the revision of the Indonesian Armed Forces (TNI) Law.

On March 15 - 16, 2025, Commission 1 of the Indonesian House of Representatives (DPR RI), the Government, and the TNI held a closed meeting at Fairmont Hotel to discuss the revision of the TNI Law. We regret the lack of transparency in this process especially given the serious implication of the proposed amendments. One of the main concerns is the potential revival of the dual-function (Dwifungsi) role of the TNI, a concept that was abolished after the 1998 reform to ensure the military's professionalism in safeguarding national defense and security without interfering in civil affairs.

We call on Commission 1 of the DPR RI to:

1. Open access and public participation in the discussion of the TNI Law Revision to ensure transparency and public oversight.

2. Ensure that the TNI Law revision does not reinstate the dual-function role of the TNI and remains committed to the principle of civilian supremacy in a democratic system.

3. Mantain he professionalism of the TNI as a defense institution that remains neutral and uninvolved in political or civilian governance matters.

We urge all elements of society to actively monitor the discussion of this bill to ensure transparency and accountability in the legislative process, which has significant implications for the nation's democratic integrity.
