Jeff said on the podcast that they were always intending to swap #Survivor49 into 2 tribes of 7, rather than 3 tribes of 5 if Jake wasn't medevaced. They just skipped a 3-tribe challenge they had planned out

I also saw the challenge from this past episode already built when I was out on set
