Obsidian is more glossy, smoother, and less hard (looks more like glass). Tourmaline usually has striations, is more matte, and harder (looks more like a crystal).

It’s obviously hard to tell from the pic, but it looks more like obsidian than tourmaline to me, just based on how smooth it is.
