Holmes thanks Guthrie and says the last 4.5 years have been really great, and this has been one of her favourite councils to work with. They've worked on a lot of great projects and she will keep on eye Guelph.
Guthrie notes that this is the last meeting with DCAO Jayne Holmes. He says he's heard nothing but positivity from the planning community and he wishes her all the best!

Guthrie says he has concerned. and so does Allt who asks for staff commentary. Walkey says they've heard the concerns and they will be looking for a revised traffic study. Planners will do their due diligence to make sure access is safe. (Goller second this btw)
Guthrie says that this has all been captured in notes and testimony here. Chew says that he does have an amendment cued up. It's a request to have the woonerf to be service and emergency only.
Guthrie, on the fly, suggests voting on the motion to approve the zoning, and then in a separate motion to supply feedback for further consideration in site plan. Walkey says it's not typical, but its doable.
Chew: This is not going to come back any time soon but how can council ensure some of the feedback is captured? People are looking for reassurance. Walkey says Poppy Drive is supposed to be a collector, but again, there's no timeline for traffic study.
Chew says a lot of people have approached him with concerns about access because of the build up, there are already problems, is there a way that council can direct staff to look at those issues. Walkey says this is a concept plan with no timeline, could look at detailed design and site plan.

Hauser/Chew move recommendations:
Guthrie says he appreciated the way that he went through the presentation responding to some of the stuff they heard. Asks them to spread the word about how fast the planners at Guelph are.
Goller asks about phasing if this is about waiting for theatre decided to peace/out. Kemal says they aren't thinking about phasing, they're getting the zoning in place, but there's no preconceived plan about how to achieve this.
Goller asks about the traffic layout and pedestrian walk. Kemal says there's east/west access parallel to Clair and then a north/south access that intersects. There's a synergy of walkability first with slower car traffic. Garages are accessed on north/south road.
Traffic and site access? Kemal says that they're maximizing site access with the layout and its designed to be pedestrian friendly. He asks for additional time, but Guthrie says no.
On questions about loss of commercial and recreation raise in Sept. Kemal says w/o the theatre, they're actually getting more commercial plus more community space. Also, the theatre will only leave the site if the operator "chooses to close".

Next, Decision Report for Proposed Official Plan Amendment and Zoning By-law Amendment for 1 Clair Road East – Staff are recommending approval for the plan to redevelop this plaza at the corner into a series of mixed-use towers that will be home to 715 dwelling units with 2,000 sq m of commercial.
New #2 and #3 table to approve instead of against. They're approved 11-2 (Allt, Caton against).
Recommendation #1 approved unanimously.
